At the last Cuyahoga County Council (CUY CNTY COUN) meeting on Mon, Jan 4, 2021, the Members of the Council voted on a new President and Vice-President. District 8's Pernel Jones Jr. was elected the President and District 10's Cheryl L. Stephens was elected the Vice-President.

Here is a snapshot of who is in attendance today,

President Jones Jr. has called the meeting to order.

A quorum of all members has been approved,

President Jones moves to approve the minutes from the last meeting, and it has been met by an approval chorus of AYEs.

Council President Jones, Jr. acknowledges the fellow members and their chosen assignments,

Cuyahoga County Executive Armond Budish is present and provides an update about Cuyahoga County setting a national example in the distribution of PPE.

The CUY CNTY Council reviews Agenda items 9.

9(a)(1) and 9(a)(2) are moved to subcommittees for review later.

District 9 Shontell Brown introduces Agenda item 9(a)(b)(1) R2020-0250 which is adopted by the Council.

District 7 Member Yvonne M. Conwell questions why the Council has so many Resolutions to review and potentially adopt. She asks if this will be regular order going forward.

President Jones comments that there was a delay in addressing the resolutions, which was a decision made by Council in December 2020, as to wait for new leadership.

The Council moves to review the various Resolutions in Agenda Item 10 LEGISLATION INTRODUCED BY EXECUTIVE.

Council has adopted and approved R2021-0004 and R2021-0005.

Council has approved and adopted R2021-0006 and R2021-0007.

A Council Member questions the amount of R2021-0007. A technical difficulty follows.

Council reviews R2021-0008 is presented,

District 7 Member Conwell questions the bidding process for the Contract. "Kinnect's Ipad" answers and fields the question to Dan Humprey who answers that he believes they have one more option year but believes they can. Member Conwell thanks.

Council reviews R2021-0008 is adopted.

Council reviews R2021-0009 and it is adopted.

Mr. David Merrima and Mrs. Tracey Mason are present to introduce and discuss the Cuyahoga OPTIONS program for Independent Living Services Program, which will extend the period to 6/30/2021,

District 7 Member Conwell asks why the BUCKEYE HOMECARE SERVICES is being removed. Ms. Mason responds that BUCKEY HOMECARE SERVICES has elected not to work with the OPTIONS program. The money will be reallocated to other providers.

District 7 Member Conwell asks for additional details about R2021-0009. HHs's iPad provides additional details. Member Conwell notes that she may have additional questions later.

CUY CNTY Council adopts R2021-0009.

The Council moves to review agenda item 10(b) CONSIDERATION OF RESOLUTIONS FOR FIRST READING AND REFERRAL TO COMMITTEE.

R2021-0010 has been moved to a PUBLIC WORKS AND PROCURMENT CONTRACTING committee for additional review,

Vice-President Richardson notes that the Resolutions 2 through 10 will be reviewed via abbreviation,

R2021-0011, R2021-0012, & R2021-0013 are referred to Public Works Committee.

R2021-0014, R2021-0015, & R2021-0016 are referred to Public Works Committee.

R2021-0017, R2021-0018, & R2021-0019 are referred to Public Works Committee.

R2021-0020, R2021-0021, & R2021-0022 are referred to Public Works Committee.

R2021-0023, R2021-0024, R2021-0025 are referred to Human Resources, Appointment and Equity Committee.

R2021-0026 is referred to the Finance and Budgeting Committee.

R2021-0027 and R2021-0028 are referred to Public Safety and Justice Affairs Committee.

R2021-0029 is referred to the Health, Human Services, and Aging Committee.

R2021-0030 is referred to Health, Human Services, and Aging Committee.

District 11 Member Sunny Simon notes that it should go to the Education Committee, not the Health, Human Services, and Aging Committee.

Richardson notes it has been moved to the Education Committee.

R2021-0031 has been referred to Health, Human Services, and Aging Committee.

CUY CNTY Council reviews agenda item 10(c)(1) R2020-0259.

District 9 Member Brown moves to adopt the Resolution. Council Members agree.

R2020-0259 has been adopted.

CUY CNTY Council reviews agenda item 10(d)(1) O2021-0001.

President Jones Jr. refers the resolution to the Public Safety and Justice Affairs Committee.

CUY CNTY Council reviews agenda item 11 MISCELLANEOUS COMMITTEE REPORTS.

District 2 Member Miller states that Finance and Budget Committee will not meet Jan 18, 2021 but will meet Mon Jan 25 at 1:00 PM to review resolutions transferred today due to observance of MLK Jr.

Safety meeting will meet Tuesday (the 19?) at 1:00 PM.

Advisory Committee will meet to review community investment act by Keybank and Other lenders on Wednesday the 13 at 2:00PM.

Human Resource Appointment & Equity Committe meeting will meet at its regularly schedule time Tues, Jan 19.

Health and Human Services Commitee will meet next Wednesday Jan 20, 2021 at 1:00 PM for all the items introduced today.

Public Works Commitee will meet on next Wednesday the 20, 2021 at 10:00 AM.

Education Committee will meet next Wednesday Jan 20, 2021 at 3:00 PM.

District 7 Jack Schron notes that Finance Committee is targeting for 3:00 PM on Mon Jan 25, 2021 to provide more in-depth information than the overview presentation but needs to co-ordinate with the Economic and Development team before confirming.

President Jones reviews when all the meetings will happen.
