1) The Hitchhiker’s Guide to Impeaching President Trump on Wednesday

For the first time since 1798, the House of Representatives plans a second impeachment against an American government official.
2) There was a double impeachment by the House of Tennessee Sen. William Blount in the 1790s. But on Wednesday, the House of Representatives intends to impeach President Trump for the second time in 13 months.
3) If the House follows through, this only the 21st time the body has ever impeached a government official.

1) Fox is told that so far, there is no separate vote scheduled to appoint impeachment managers (the House “prosecutors” who present the case to the Senate). The measure also simultaneously sends the article of impeachment to the Senate.
2) Multiple Congressional sources asked today on multiple occasions about the vote to send the article of impeachment to the Senate have been mum
3) It is possible that the House wanted to avoid a secondary vote to send the article of impeachment to the Senate/appoint managers, the House could build into the “rule” an automatic trigger to send the article once the Hse approves it. Unclear. The “rule” hasn’t been written

A) Judiciary Cmte Chair Nadler: President Trump continued a parallel course of conduct that foreseeably resulted in the imminent lawless actions of his supporters, who attacked the Capitol and the Congress. This course of conduct, viewed within the context of his past actions..

1) Let's unpack the rpts that McConnell is pleased w/the Hse forging ahead with impeachment for Trump and what that means for a prospective trial.
2) First of all, always pay explicit attention to the PRECISE verbiage of what McConnell says. Or, doesn’t say. McConnell ALWAYS says EXACTLY what he means.

So, when you have a comment coming from McConnell surrogates, placed in the press, this is a trial balloon.
3) Fox is told that McConnell didn’t convene a conference call to prep GOP senators about his position or get their input.

McConnell is taking the temperature.

1) The decision by GOP Conf Chair Liz Cheney to impeach the President is monuental in scope.

First, you have the third-highest ranking Republican in the House saying she will vote to impeach a Republican President.
2) Second, this represents a major break with the rest of the GOP brass and many rank and file Republicans who have offered platitudes about the President or tried to turn things around on Democrats, saying we need “healing” or that Democrats were pushing too hard to impeach.
3) Third, Cheney is tactically positioning herself as a threat to McCarthy and Scalise in leadership. They got too close to the President. The President essentially ordered a raid on the Capitol. McCarthy and Scalise could be seriously damaged goods here.

A) GOP OH Sen Portman; Both in his words before the attack on the Capitol and in his actions afterward, President Trump bears some responsibility for what happened on January 6.
B) Portman: We are now hearing from the FBI and others about the threat of additional violence in Washington, DC and at state capitols around the country between now and President-Elect Biden’s inauguration on January 20.  These reports are deeply concerning.
C) Portman: Violence is never the answer, and we must take all threats seriously.  The orderly and peaceful transfer of power on January 20 is a hallmark of our democracy.
