The water supply connections given prior to introduction of Aadhaar cards do have the names of the consumers with certain names and alphabets. There was no mandate for an authentication of residential status except the Municiple numbers.
But Aadhaar cards system has a verification of residential status with residence proofs like Driving licence etc.
When one tried to register for free water connections with Aadhaar numbers which had a validity before IT authorities, Banks etc., and

the UDAI sends an OTP to the registered mobile to the valid Aadhaar number, the Metro Water supply is rejecting on the ground that the data in their registers did not match with Aadhaar details and advising to approach UDAI to change the details to suit the data of Metro water.
If some tries to change the data to suit the data of Metro water authorities, the other departments like IT banks, Gas etc will deny the other benefits etc.
So the genuine consumer will opt out to choose the free water supply since it would be cheaper than to change the data!
