The answer? Noem, bc she didn't criticize Trump as Haley did
important to note: the RNC had become more activist-dominated before Trump.

But from ‘18 on, his campaign really made it Trumpy, because they intervened in state party conventions to ensure state parties all cooperated to head off any primary threat against him last year.
