BREAKING: Puerto Rico’s Governor declares a state of emergency to deal with gender based violence on the island which has become a deadly epidemic in recent years. 
People in Puerto Rico have marched over this, cried out about this, & asked for this for years, from multiple administrations, and this governor @pedropierluisi is doing it.
The question is: will this government now be effective in bringing about change that makes the island safer? The state of emergency opens the door for money and resources to be dedicated to this cause.

The governors announcement of a state of emergency comes on the heels of an arrest of individual who had multiple contracts with the government - he was charged with domestic violence noticel.com/ahora/policiac…
This suspect has been a close ally of the governing party including the most influential members of that party. Despite allegations against him, in the past, he has been allowed to maintain government contracts.
So often in Puerto Rico, the way it works, is that people get government contracts. Many don’t necessarily leave the government to go work in the private sector, they just get a government contract from the government and that’s what they spend multiple years doing.
The largest employer on the island is the government. The government - in many cases - gives contracts to friends and allies in order to keep them earning a living.
