To have greater impact, duty to intervene policies should be accompanied by mandatory reporting rules requiring officers to speak up when peers or superiors are engaged in misconduct. 3/5
Because of complex case law informed by Supreme Court decisions, banning no-knock warrants will not necessarily reduce forcible, unannounced entries by police. It’s critical all warrants requested be guided by a detailed threat analysis prioritizing officer & resident safety. 4/5
