In the 2 yrs prior to war, #TPLF trained 170K militia in addition to its existing special forces. In July 2020 created Central Military Counsel. The Counsel set up 8 fronts w/23 regiments. Recruited current & retired military officers of Tigray origin to join when needed.
Planned logistical supplies including fuel and ration sufficient to sustain its military offensive for 3 mos. Records & notes seized show 17 of 23 regional state cabinet members were present when a report presented 10 days before the attack that preparation was completed.
Assigned head of communications of the army to terminate all means of regular communication within the army. Tigray Central Command was funded with a budget 566 million birr in July. Gov’t Recovered 525 million.
Simultaneous attack was made against about 100 separate points against the Federal army stationed throughout Tigray, including minor stations manned by federal troops. The same request was made to all to surrender armament on promise the will not be harmed
One private corporation, SUR construction, assisted in building trenches and fortifications before and after the start of war. Same company prepared a mass grave intended to be used as burial ground for army hostages that were rescued after an order of execution was given
Used retired army officers to train its army in mechanized army operation. Evidence showed TPLF organized, supported and funded armed groups in Benshangul and Oromia and expected attacks in various parts of the country to begin simultaneously to weaken the federal response
Gathered evidence that proved the president of the regional state, Debrestion, ordered the interruption and destruction of telephone lines and communication.
Re: MaiKadra massacre, TPLF recruited civil militia men to “protect the peace” of their area. After start of the war, the group was organized and instigated to engage in selective mass killing of Amharas, exclusively men, by going from house to house
They were provided machetes, knives, and blunt weapons. After 9 pm, they used 3 trucks to transport the dead bodies, which were then buried in Mass graves. 245 witnesses, 279 named perpetrators. Most of the victims were day laborers
Out of 279 named perpetrators, only 36 were arrested. Many of the remaining perpetrators are belived to be in Sudan refugee camps based on eye witnesses of people who were at these camps. 10 cases of allegation of rape. Full report to be released.
23 medical experts including 14 doctors participated in the investigation of the bodies recovered from the mass graves. The process was video taped. 87 grave sites at one Church, 2 in Mosque, 6 mass grave and 24 graves in a farm, all but 2 were victims of physical assault
