When you pull away the esoteric trappings of the term, what it means is that black students may be culturally normed to be more emotionally demonstrative (louder) and that the imposition of a "white" standard of conduct tends to be oppressive to them
A similar argument is made on behalf of male students, who may be biologically primed to be more active and disruptive than female counterparts; when feminine standards of good behavior are applied to all, boys get pathologized and put on Ritalin at high rates
This is an example of what "diversity" means in practice (including in co-ed education) -- multiple competing standards all demanding recognition in a single setting where as a practical matter only one standard can be enforced
To serve the interests of one group will by necessity be to injure the interests of another
