Mr. Selfe says the PCCS was not the only Institution that had misgivings, he says the Auditor General and the Standing Committee on Public Accounts (SCOPA) had also expressed themselves. #StateCaptureInquiry
He says the Mail and Guardian obtained an AG's report on his Investigation into the Bosasa/Phezulu/Sondolo
contracts that had been supplied to the SIU, and published an account of this on 13 February 2009. #StateCaptureInquiry
He says many of the allegations that had surfaced, including: that Bosasa had been involved in the design of the tender specifications, that SITA had not been consulted prior to the award of the Sondolo contract, - #StateCaptureInquiry
He continues...that administrative extensions to the contracts exceeded the limits laid down in the PFMA, that payments were made to Phezulu before any work had
been completed, and that Phezulu did not complete the work on time. #StateCaptureInquiry
Mr. Selfe says he has no way of knowing whether this report was ever submitted to Parliament: he says he doubts that it was, but a reasonably conscientious member of the PCCS would have taken note of the contents of the newspaper
report. #StateCaptureInquiry
Mr. Selfe says between 2004 and 2009 in particular he regularly called on the Minister and his department to be investigated. He says this largely fell on deaf ears, although the SIU enquiry was instituted. #StateCaptureInquiry
He says whenever he did this in a PCCS meeting, the matter was studiously ignored. #StateCaptureInquiry
He says the Bosasa issue received further attention from the PCCS after the 2009 elections (Vincent Smith having replaced Dennis Bloem as its chairperson). #StateCaptureInquiry
