Breaking:🇩🇪Law allows autonomous L4

Transportation Minister Scheuer "Germany will be world leader in autonomous driving"

"for motor vehicles with autonomous driving functions to be able to drive on public roads in regular operation locally limited to predefined operating areas"
The regulations apply to L4 fully automated driving. Vehicles can drive completely independently, but a driver must be on board & intervene. According to the Ministry of Transport, this makes Germany the first country to put cars without drivers into regular operation.
This could open a path for Tesla in Germany as one of the first countries to activate FSD L4
Autonomous driving in Germany is planned for 2022

I expect a ton of restrictions, limitations, and regulations and it needs to be seen if it's open for private drivers or only businesses

Insurance companies call the law irresponsible as well as so-called experts
German Transportation Minister Scheuer

"We now want autonomous cars and buses that take passengers to their destinations on demand - and park themselves in the parking garage afterwards. That's not only convenient, it's safe."
Scheuer continued

Nine out of ten accidents happened because people made mistakes. "Self-driving cars, on the other hand, are controlled by a computer. It doesn't get distracted or tired."
The Ministery defined L4

In "fully automated driving" - level 4 - the computer can take complete control of the car in defined applications, according to the ministry. If the automation mode has to be exited, the system prompts the driver to take over.

In the next step, the law will be discussed in the two parliament chambers Bundestag and Bundesrat

First objections already have been made from the Ministry of Justice and I expect many more to come
About the UNECE regulation

"The law on autonomous driving is an interim solution until harmonized regulations are in place at the international level. With a view to harmonized markets and standards, Germany has a major interest in the creation of higher-level rules."
In other words, Germany intends to go-ahead and path the way for UNECE regulations

"The BMVI will work resolutely to continue developing the legal framework at EU and UNECE level."
Attached is the Act in German
