The first decentralized government can be traced to the Law of the Sea.

Historically mercantile, sea-faring cultures such as Portugal still have references to such laws.

There's no need to be colocated in one place to form a State.

A group needs media, crypto, and decide to abide by a set of laws.

People from various territories can come together as a state and might be recognized as a State by global bodies such as the UN.
