President Rodrigo Roa #Duterte has thumbed down the proposal to hold pilot face-to-face (F2F) classes in low-risk areas next month but is open to conduct them by August after the government kicks off its vaccination drive this month, Malacañan said on Monday.
In a Palace press briefing, Presidential Spokesperson Harry Roque said President #Duterte called him on Sunday night to inform him about his decision to reject in-person classes until after vaccination program starts.
“Nagdesisyon na po ang Presidente,wala pa rin po tayong face-to-face classes sa bansa.Tumawag po kagabi ang Presidente sa akin at ang sabi niya ayaw po niya malagay sa panganib o alanganin ang buhay ng ating magaaral at mga guro habang wala pa pong nababakunahan sa bansa”he said.
(The President has made the decision not to hold face-to-face classes in the country. He called me last night and he said that he doesn’t want to put students and teachers at risk while vaccination has yet to start),” Roque said.
However, Roque said President #Duterte expressed openness to hold F2F classes after a small portion of the population has been inoculated with vaccines.
“Sabi niya, may-awa po ang Panginoon, baka naman po pagkatapos natin malunsad ang vaccination program, e pupuwede na tayo mag face-to-face sa Agosto, lalong-lalo dun sa mga lugar na mababa po ang Covid cases,” Roque added.
(He said, with God's help, perhaps after we kick off the vaccination program, we can hold face-to-face classes by August, especially in areas with low Covid-19 cases),” Roque added.
Roque said President #Duterte personally relayed his preference to hold pilot in-person classes only after the country has established enough confidence six months into the vaccination program.
“I guess what he is anticipating is since we will begin vaccination this month, we will be way ahead of our vaccination in August to give us the confidence to resume at least limited face-to-face education,” Roque said.
Last month, President #Duterte allowed the resumption of F2F classes for medical and allied health programs in higher education institutions in areas under general community quarantine (GCQ) and modified GCQ areas.
Roque said this move is to ensure that the country will have enough doctors amid the prevailing pandemic. President #Duterte last December approved the proposal of the Dept.of Education(DepEd) to hold a dry run of F2F classes in select schools in areas with low-risk of infection.
He eventually withdrew the plan after a new strain of Covid-19, which is allegedly more infectious, has been detected in the United Kingdom (UK) and has already been reported in other neighboring countries.
The National Economic and Development Authority earlier recommended that the government push through with pilot F2F classes next month.

President Rodrigo Roa Duterte has refused to place the entire #Philippines under the least restrictive modified general community quarantine (#MGCQ) until after the government kicks off its vaccination drive, Malacañan said.
Presidential Spokesperson Harry Roque said the President’s preference not to shift to MGCQ unless there is a vaccine rollout was raised during the ongoing Cabinet meeting.

President #Duterte decision on VFA hinges on Filipinos’ welfare

President Rodrigo Roa Duterte will decide on the fate of the Visiting Forces Agreement (VFA) with the national interest and welfare of #Filipinos in mind.
Senator Christopher “Bong” Go said whatever decision the President will come up with should be respected.

The VFA with the United States is a deal to allow the presence of military forces in the #Philippines for military exercises with local troops and humanitarian missions.
An important clause states that US military courts will have jurisdiction over crimes committed by its members as long as they are part of official duties.

Go said President #Duterte, as chief architect of foreign policy, has the prerogative to make decisions for the country.

Palace assures aid for ‘Auring’ victims

Malacañan on Sunday assured the public that immediate relief and assistance will be given to those affected by Tropical Storm #Auring (international name “Dujuan”).
“We are closely monitoring Tropical Storm ‘#Auring’ and the communities on its track. The National Disaster Risk Reduction and Management Council and line government agencies have been providing relief and assistance to those affected,” Presidential Spokesperson Harry Roque said.
To date, Roque said the Department of Social Welfare and Development has relief stockpiles and standby funds amounting to PHP1,204,692,327 in its Central Office, Field Offices and National Resource Operations Center.

Chief Presidential Legal Counsel Salvador #Panelo insisted that those criticizing President Rodrigo Roa #Duterte’s demand for the United States (US) to pay the #Philippines for hosting American troops should allow the chief executive to “strategize” since it was part of his job.
While acknowledging critics’ right to free speech, Panelo said their sentiments would give the US the impression that there is disunity among Filipinos.

Panelo reiterated that President #Duterte is the chief architect of foreign policy as mandated by the #Constitution
and that President #Duterte can enter into treaties and to make these treaties effective before it goes to Congress for its concurrence.
