There are two council meetings today. The first is a Special Council Meeting at 5pm to discuss the Joint Service Delivery Review Final Report by KPMG.

CAO Whittington thanks staff for their work on the Joint Service Delivery Review. This review involves all four townships in the Region - Wilmot, Wellesley, Woolwich and North Dumfries.
KPMG was selected as the consultant. The Provincial Modernization Grant funded this review.
Bruce Peaver from KPMG is presenting the report. The review looked at the Fire Department, Emergency Services, Corporate Communications, Libraries, and IT.

Mr Peaver is discussing various service delivery models.
First department being reviewed is Fire.
Emergency Management is next. This is just one of the pages from the full KPMG report.
Corporate Communications is the third department to be reviewed.
The Townships' Information Technology needs are now being discussed.
The final department to be reviewed by KPMG is the local libraries.
Here are service profiles for the first four departments that were looked at.
The presentation has finished, and council is now asking questions.
Coun Fisher asks Chief Leeson feels about the Fire and Emergency Services assessment. The Chief says that some of this will be discussed at a later meeting, including the council meeting this evening.
Coun Gerber asks a few questions, which are answered by different personnel. Mr Whittington says the other Townships will be getting the same report; North Dumfries is next. Mr Peaver says that he doesn't think that solutions for the various Townships aren't one size-fits-all.
Coun Gordijk asks if council will be voting on the various recommendations in the report separately. Mr Whittington says that each municipality will receive the document, but not acting on the report. It will then go to Wilmot's staff for their recommendations.
Those will then be presented to council.
Coun Gordijk asks if staff should be asked to make recommendations if council doesn't agree with the KPMG report.
Dawn Mittelholtz (Director of Clerk's Services/Director of Information and Legislative Services) says that today council is just receiving the report. After it is received, council can reach out to individual dept heads with their concerns.
Coun Pfenning says she's in favour of collaboration for better service delivery, but there's a risk of loss of voice for each municipalities' residents.
Mr Peaver says "good paper makes good business". Success depends on the agreement that is drafted for delivery of services.
Mayor Armstrong confirms to Coun Gerber that "We all want to maintain our autonomy."
Coun Fisher says Wilmot has a great communications person, so is KPMG recommending that the Townships should have joint corp comms on top of that.
Mr Peaver says that the other Townships haven't reached the same level of "maturity" with comms. Wilmot should continue as it is.
In response to Coun Fisher's question about procurement - Mr Peaver says the greatest opportunities will be around IT and the Fire Service.
Council is voting to receive the report for information purposes: Carried.
