Caroline Schroeder, who filed a Title IX complaint in 2017, is making public comment before the meeting begins. She says many will be blamed today and says Tom Galligan is doing his best. But she is also saying the university is only here because USA Today published its stories.
Now Tom Galligan is speaking, calling this "a sad and unfortunate chapter of our university's history." Says today will also move LSU toward a place where sexual misconduct cases and domestic violence is handled properly.
Galligan says LSU is committed to "real change" that will make the university a better institution in the future, saying that they owe it to the survivors that LSU betrayed in its actions and inactions.
Scott Schneider of Husch Blackwell is giving an overview before delving into their findings. Says, in general, what ends up being reported on campuses with dating violence and sexual assault is only a fraction of what actually happens on campus.
Schneider says LSU has been slow to introduce policies and personnel, based on their review, in comparison to other universities and their Title IX offices.
Schneider says that he's struggled with whether the criticism directed at LSU has been "fair." He says LSU's Title IX coordinator Jennie Stewart had far too many responsibilities that few could handle appropriately.
Schneider: "LSU's Title IX office has never been staffed appropriately."
Schneider's overview of the report indicates that Husch Blackwell has found that LSU was never in a position to appropriately handle Title IX cases. His words are hesitant to blame anyone personally for that accountability.
Schneider says that one survivor described LSU's Title IX system that it was designed to put victims in a position to give up because they were worn down by the process.
Schneider says that the report "doesn't pull any punches" and includes a series of recommendations that "take a really terrible situation" and use it to "fundamentally change the way the university handles these exceptionally complicated cases."
Schneider says there have been some improvements in the Title IX office under AD Scott Woodward in the athletic department, although they are giving more recommendations to keep LSU moving forward.
Tom Galligan says Husch Blackwell made 18 recommendations and that he intends to take action on every recommendation.
Tom Galligan says "from this point forward, failure to report will result in disciplinary action." #LSU
Tom Galligan says they are adding positions to the Title IX office:

1. A case manager
2. Administrative support and additional investigators
3. Deputy Title IX coordinator
