The @aclu has these hall monitors attend protests and photograph and identify reporters to each other and protesters
these "protest monitors" and others, like "legal observers" are supposed to be neutral observers on paper but in practice just harass press they don't like and work to assist protesters when they can
there's also something to be said about the type of person who would volunteer to be a protest monitor
I don't see these protest monitors do any of these things, but they especially do the opposite of
#4: Make sure to record what the protesters were doing immediately before any arrest. For example, were they antagonizing the officer, calmly sitting down, running away?
