It commits to establish:
-policy to ensure uptake of fuel switching
-approach to mitigate against carbon leakage
-proposals for new low-carbon product standards
+to consider target for ore-based steel to reach near-zero emissions by 2035

On circular economy + product standards, IDS says Govt will:
- call for evidence on low carbon products, covering data collection for development + delivery of demand-side policies.
- support increased resource efficiency in industry, increasing reuse, repair + remanufacturing
