Last night at 1st Tall Building workshop for the 1st time TH Council has used the @VUCITY_ 3D model to full effect, to model what the IoD MIGHT look like if development continues apace on the IoD
They added in pink what potential development sites could look like 1/
Blue - consented & started work (even if some later stopped)
Yellow - consented but not started yet
Red - planning application in the system
Pink - a forecast of what might come
Views from Greenwich now versus forecast 2/
The forecast sites are all in site allocations & tall building zones where TH Council want tall development
But the pink forecasts can also be a message to developers this is the height/scale we the Council are comfortable with
There will be a battle to come over the detail 3/
And on the online meeting last night I recognised many people working for the big local developers (but no other Cllrs!)
They may want to challenge how 'low' some of those pink buildings are!
I am aware of other potential developments not added to the Vucity 3D model 4/
I did point out contradiction between their draft principle 4 where tall buildings should go "good infrastructure provision & public transport accessibility"
Large parts of IoD do not have great public transport access (see TfL heat map 2031, darker the colour, better access) 5/
But it is clear that parts of TH Council are thinking about what the next phase of development looks like & where to focus it
Unfortunately, that is not true of other parts of the Council

Liveable Streets in TH in order to solve one problem, we believe could or will cause problems elsewhere, so @RabinaKhan, @going4golds@th_puru, Cllr Harun Miah & I made 8 recommendations in a Call-In to improve Liveable Streets in TH
It has been rejected on technical grounds 1/
The 1st problem is that by restricting access to certain areas most of that through traffic will simply move to other roads
Bow Cabinet report makes clear some of negative aspects of through traffic in Bow but says nothing about it going elsewhere so we made 2 recommendations 2/
We only have 4 permanent online air quality monitoring stations in TH

Opposition Motion - Regarding the impact of construction on the Isle of Dogs and South Poplar
Last night at the full Council meeting @going4golds and I raised a motion reminding the Council of the pain (& deaths) caused by construction and the need to manage it better 1/
To also push the new team formed by the Council to deal with these issues (as a pilot)
As an opposition group, we get to choose one subject to debate at each Council meeting, the last one was on HMO's, it can be a difficult choice as so many issues to raise 2/
But what normally happens is that the Labour group amends our motion, this can be a good thing as it means the amended motion has the support of all Councillors rather than just two of us

There is something Trump-like about @TowerHamletsNow Their latest Our East End March magazine says government "have not fully covered the reduced income & increased costs councils are facing" due to COVID
February 2021 financial statements say exact opposite, a £7.5 m surplus 1/

The worst thing is that I suspect the Comms staff who wrote that line actually believed it was true because even within the Council we keep seeing the same myths or lack of understanding about our finances

Tall Building design plan, meetings next week + the ability to set maximum heights for the 1st time
TH Council is developing a Supplementary Planning Document (SPD) to guide & influence the design and planning of tall buildings across the Borough, 1/
4 of the 5 tall buildings zones are on the Isle of Dogs and South Poplar area!
This project will seek to:
Define what a tall building is within the borough;
Identify locations where tall buildings may be appropriate;
Identify the character, setting & sensitivities of tall

buIlding zones;
Identify MAXIMUM heights that will be acceptable for tall buildings;
Consider tall building typologies in relation to building use, form, public realm, amenity, microclimate and quality of life.

Keep the Mayoral system or not?
One of the two referendums on the 6th May, the other being the @IsleofDogsForum Referendum, is to keep the existing Executive Mayor model of government after May 2022 where you elect the leader or switch back to the old Leader and Cabinet model 1/
where Councillors pick the leader.
Other than that both models very similar, a strong single leader in charge, other potential models were excluded from consideration in a secret meeting of Councillors
I am not joining either campaign which are clearly getting organised 2/
not sure which way I will vote myself yet, as both models have their flaws/advantages.
But it will be the key election in TH whose outcome is uncertain (in 2010 the same question referendum was won handily by the let's try the new Mayoral system which we have had since then) 3/
Westferry Printworks update
Planning appeal starts 18th May BUT the GLA, TH Council & the applicant now all agree that the scheme can only deliver 21% affordable housing + pay £43 million in CIL
Removes one of the main arguments against Printworks development.towerhamlets.gov.uk/online-applica… 1/
In theory affordability review later should result in cash contribution from the developer for affordable homes elsewhere if scheme profits greater than f'cst but details of this unclear
But 21% feels low compared to other sites nearby also with schools on site 2/
GLA & TH Council still objecting to the scheme mainly on visual grounds
Northern & Shell pointing out economic positives of this scheme + TH only delivering 74% of its housing targets in the previous 3 yrs, not sure legally whether this applies & I suspect TH caught up in 2020 3/
