I'm just gonna borrow the explanation I originally did for the blog but back in ch. 32 Kamo talked about how he considers Fushiguro to be superior to the main family (which got kind of mistranslated by V*z...). At the time I'd assumed he meant Maki and Mai who were both present.
What interests me is the phrase he used to express it because a variation of it appeared now in ch. 142, notably also in the context of the Zen'in family. Except this time it's Naoya, himself a member of the main family, using it to proclaim himself as the "superior", capable one
The thing is, Noritoshi has spent over 10 years in the Kamo family, in a privileged position of its heir and preparing to become the next family head. As both families are based in Kyoto, there's no way he's never met Naoya before even if the two familes may not be on good terms.
So it wouldn't be a stretch to assume that when Kamo said he considers Fushiguro to be more capable than the members of the main Zen'in family, Naoya might've been included among them; thrown in the very same category as he puts his own "inferior" older brothers in.

Mandou Kobayashi extra content:"Gojou Satoru's popularity"
K: His unveiled face probably captured a whole new target audience!
Gege gets all of their info via their editor (stuff they hear from publishers at parties etc.), so at first they didn't quite realise the extent of it.
Since the anime started airing, for the first time ever stuff like Gege passing by people actually discussing JJK out on the streets would happen every now and then.
Gege: At first I thought it's not true, that it's made up or something
Host: Like a prank? 😂
Gege: But it wasn't that. I'd see actual high school girls discussing Gojou Satoru with smiles on their faces.
Host: It's truly too much, truly all girls love Gojou Satoru nowadays. Like my manager - she /loves/ him. (...) I shouldn't say that but it's good you've sealed him👌😂
・zen'ins confirmed as a bunch of losers that all had a complex about touji?
・naoya as a human being is the equivalent of a pile of trash that's on fire but i must admit i enjoy him as an antagonist & his interactions with other characters. he truly makes everyone else Shine
・okkotsu may heal naoya but i wonder if just using reverse technique healing is enough. it seemed to have an opposite effect with uraume and naoya's definitely has choso's blood (= poison) in his bloodstream now
