Alabama House is now taking up a bill from Rep. Ginny Shaver, R-Leesburg, known as a born alive bill. This will be the thread. #alpolitics
Shaver says the bill would require a doctor to take reasonable care to save a child's life if the child was born during an abortion. Rep. Laura Hall, D-Huntsville, is asking for examples. #alpolitics
Shaver, a crisis pregnancy counselor, says she has been told this happened but that she cannot share it due to privacy requirements. #alpolitics
Rep. Jamie Kiel, R-Russellville, speaking for the bill. "We're not talking about a baby in the womb. We're talking about a baby that's been delivered that is still alive." #alpolitics
Rep. Sam Jones, D-Mobile, asking if a complaint was lodged that a doctor did not make efforts to save a baby's life in the situation Shaver described. Shaver says the mother was "quite disturbed" and not thinking about that. #alpolitics
Jones sounds skeptical: "What he would have to do to do what you are describing, he would have to violate his oath." Shaver says it has happened and adds "there's no criminal penalty for a doctor violating his Hippocratic Oath." #alpolitics
The abortion bill passes a procedural motion 73 to 17, with 6 abstentions. Shaver offering an amendment. #alpolitics
Shaver says the amendment deals with serious health risks to the mother during abortions. #alpolitics
Rep. A.J. McCampbell, D-Linden, asks Shaver if she knows why the child in her story was not provided care. Shaver says the care was not provided but does not say why. #alpolitics
Rep. Dexter Grimsley, D-Abbeville, is asking about the amendments being offered to the bill. Said it could change the nature of the bill. #alpolitics
Grimsley: "We analyze gambling. We can't set up a commission to see if this is a major problem that you are talking about." #alpolitics
Rep. Neil Rafferty, D-Birmingham: "My understanding multiple federal and state laws exist to protect children from the moment they exit the womb, and there's absolutely no loopholes that would allow infanticide without severe criminal penalty." #alpolitics
Shaver: "Things that are illegal happen every day." Says some physicians aren't keeping proper records of viability tests. Rafferty says that's already the law. #alpolitics
Like other Democrats, Rafferty says the Legislature should work on health care issues in Alabama, like access to physicians and health disparities. #alpolitics
Republicans cloturing debate on what I think is the amendment. #alpolitics
Cloture on the amendment passes. This is not cloture on the bill itself. #alpolitics
Rep. Napoleon Bracy, D-Prichard, asks Shaver where Alabama ranks on abortion restrictions. Shaver: "If we're not number one, we're really close to it." #alpolitics
Amendment to Shaver's bill is adopted 75 to 13. Shave offering another amendment dealing with criminal penalties for physicians who do not provide care under the terms described in this bill. #alpolitics
Never mind: The cloture petition ended all debate. They're doing amendments then having a vote. #alpolitics
Second amendment dealing with criminal penalties passes 73 to 18 with 5 abstentions. #alpolitics
The Alabama House of Representatives approves the bill dealing with physician care after abortions on a 76 to 12 vote (10 abs).

Starting a new thread on the riot bill. #alpolitics

A thread of articles on an exceptionally contentious day in the Alabama Legislature.

The chamber first approved a bill banning transgender youth from playing sports of the sex with which they identify. bit.ly/3tzvyyT (1) #alpolitics
Then the House passed a bill that would require physicians to provide health care to children born during an abortion, known as "born alive" bills. Opponents noted laws against infanticide already exist. bit.ly/38XUokh #alpolitics (2)
In what could have been the sharpest debate of the day, the House approved a bill changing the definition of riot; creating a new crime of assaulting a first responder and punishing cities that abolish their police departments without replacing them. bit.ly/2ODJ7i9 (3)

The Alabama House of Representatives is now taking up a bill from Rep. Allen Treadaway, R-Morris, that would create a new crime of assaulting a first responder, change riot definitions and penalize municipalities that try to abolish police departments. This will be a thread.
Treadaway, a retired assistant Birmingham Police chief, says there is "an organized effort in this country" regarding protest. Notes that the bill was altered in the House Judiciary Committee. #alpolitics
"This is not about suppressing anybody's right to protest," Treadaway says. Says he's been on the front lines of many protests. This is very similar to the opening argument he made in committee a few weeks back. #alpolitics

Alabama House is underway. Rep. John Rogers, D-Birmingham, says the controversial calendar is from "h-e-double two sticks" and "a stab at our heart." House Speaker Mac McCutcheon, R-Monrovia: "It's not about stabbing anybody in the heart." #alpolitics
Rogers: "Don't put us in a predicament where we have to fight for our lives. Let me remind you: when you fight us, you fight ourselves." #alpolitics

Alabama Senate Tourism Committee is underway, with two lottery bills on the agenda. This will be a thread for the discussion. Gotta be in it to win it. #alpolitics
The reason Alabama is one of a handful of states without a lottery? The politics of (and adjacent to) a lottery have the complexity of string theory. montgomeryadvertiser.com/story/news/202…
