If you change the Senate rules — since the 1830s — so you can jam through your radical change, you will spend your days, nights, weekends, and holidays glued to your chairs on the Senate floor.
The Constitution requires a quorum of 51 senators to conduct business.
Ds only have 50.
VP doesn’t count.
If Ds attempt to change the rules (from the 1830s) to jam through their radical change--like H.R. 1, court packing, or adding new states--the Senate will grind to a halt.
Separate from a constitutional quorum:
If President @JoeBiden has to step down at some point and @KamalaHarris becomes the President, Democrats lose their tie-breaking vote in the 50-50 Senate.
Both Houses must confirm a new Vice President.
The office has sat empty before.
But if President @JoeBiden can hang on until at least January 20, 2023:
1. Democrats can try to pickup at least 1 more Senate seat in November 2022; and
2. Per 22nd Amendment, a President @KamalaHarris can still run for 2 full 4-year terms (10 years total).
