It matters because whenever a politician or civil servant is thinking about how to keep sweet someone they hope will give them a lucrative job later they are not thinking about how to protect the public interest now.
Accountability is all but impossible because the key procurement ministers do their work on private email addresses or on WhatsApp or Signal. Who's to stop them setting these messages to disappear automatically? Or deleting emails or messages when the going gets tough?
(And, anyway, I have not the slightest sense our so-called anti-corruption agencies are remotely interested in investigating. And, in appointing a Government MP as notional anti-corruption champion, the Tories are signaling very clearly what type of scrutiny they want.)
