At some point the citizens in baltimore will have to the realization that those in control of the levers of government are intentionally keeping their communities in squalor.

This is by design.

The government will be forced to deal with the problem. They will then create government housing. It is going to be in suburban neighborhoods because Biden reversed the Trump policy that ended the Obama policy.
Its called the fair housing act and if you don't know what it is I suggest you get familiar with it.
