The piece of cloth is a Pioneer's Red Necktie and it's a status symbol (brave, smart, heroic). It probably also stops viruses (well, to the same extent as the cloth masks do).

It's very different when you are aware of what's happening. That experience of awakening gave me immunity to state propaganda and a spine to resist "Red Tie for smart and heroic ones or else".

It's not just a piece of cloth. It's part of state-sponsored propaganda. If you know as much, resist. You and your children are entitled to an exemption. If you don't do it we might end up in a society where Sveta was when she refused the Red Tie.
