One common thread btw Kerala and TN is the absence of big steel industries is helping them. Two people (bureaucrat and politician) who we spoke to said off record that Sterlite producing oxygen will help, though principally they are opposed to the plant
And in my personal opinion, TN has done the most when it comes to storage capacity augmentation.
