Mayor Guthrie calls the meeting back to order as council is emerging from a closed session.
There was two items on the closed agenda: 1) Official Plan Amendment 48 - Local Planning Appeal Tribunal Appeals - Update, and 2) Bargaining Mandate Report Amalgamated Transit Union, 2021-133.

First, approval of minutes from Council Meetings held November 10 and 16, 2020, March 8, 22 and 29, 2021, and the open Committee of the Whole meeting held March 1, 2021 passed unanimously.

Cllr Caron wants to talk Naming memo, for grant passed unanimously.
Caron thanks the nominator, and all those that took part in the process. Also wants to be clear that she's pleased the story of the No 2 Battalion has come to light in this way. She still things her amendments have merit, but withdraws them anyway, and moves original recs.
Caron adds that this process has brought to life some concerns about the naming process that should be addressed.
Guthrie says there are no new recommendations, just the amended recommendations from the Name Committee. The deferral was to the Naming Committee, not to council, so there's nothing to withdraw.
Caron says the second amendment is redundant because the signage motion was made in the event that the park was not named “Courtney, Goines and Malott”.
Cllr Gibson says he appreciates the independence of the naming committee, and notes that he had heard a number of times in the previous meeting that this was "not a big deal." Turns out it was.
Per Cllr Goller's question, the soldiers will still be recognised on signage in the park.
Cllr O'Rourke adds that she's looking forward to the construction of Courtney, Goines and Malott Park next week.
Council approves the recommendation unanimously.
Bylaws of the week pass unanimously.

After a slight delay, the Upper Grand District School Board meeting has begun.
We're taking care of regular business including the opening readings, the condolence report, and this month's good news.
Good news: Upper Grand schools have raised a lifetime total of $2 million for the Terry Fox Foundation. They received a plaque, which is now hanging in the board room.
