I asked to speak tonight as well but I missed deadline by a few hours & 5 people already registered
But I would have said that planning is a balancing act based on planning policies

But not how planning works in TH, planning department won’t present a balanced view of what their & GLA policies say but as they support this development they will only quote policies that support this application
Not those policies which do not support this application

Most Cllrs voted to approve this Plan last January (I didn’t) so they should be familiar with them
Decision makers (Cllrs tonight) have to weigh all of the policies

Council report tonight makes clear tonight the range of employment & economic uses of the wider Truman Brewery site. this is a key issue, the range of employment

TH Council have so far resisted any attempt to consider the impact of COVID on the office market, maybe too soon but I think clear demand will be less in future (see Canary Wharf)

Why is Brick Lane attractive? why do tourists, shoppers, residents go there? will this application help?
What kind of jobs are therefore attracted?
Are they the same kind of jobs & employment offered in office space or even new shops?
I would say no

I think this is a risk that Brick Lane becomes just another office neighbourhood with less footfall
& will generate fewer of the types of jobs / business that exist today
We do not lack office space in London anymore but we do not have enough employment places like Brick Lane

Truman Brewery may not be a formal ‘market’ but in practice that is what it is
I am not clear 15 new shops will be an adequate replacement
So Council policy to protect markets should be relevant
These are all policies that should be part of the planning decision tonight

There are a wide range of other relevant policies but this one about Heritage is also relevant
I believe there are enough planning policies to justify refusal tonight
If it does get permission then the same will happen to the wider area and a precious asset will be lost

I cannot see this application as currently configured will benefit TH
Not saying that there should not be a change but it has to be a change that better preserves character of the area & keeps wide range of people visiting

It would also be good to know more about the new Spitalfields Neighbourhood Plan policies and whether & how they apply to this application but only briefly mentioned

Scrutiny work programme
One of my jobs is to sit on TH Council Overview and Scrutiny Committee. I have suggested below what I think we need to look at over the next year as areas that need more work. What would you add/amend/change?
1. Newly built residential towers containing affordable housing – endemic problems over a range of issues, these are complex buildings and not clear that housing associations nor managing agents can manage effectively especially in early months after occupation.
2. Service charge billing generally and heating / hot water / electricity charging specifically – clear that housing associations not very good at the basics nor managing agents of billing or of explaining service charge cost drivers.

Isle of Dogs already has a large ethnic chinese community & is the place in the UK most like HK, Limehouse was the 1st home for British chinese community

Stephen McPartland MP came to visit the Isle of Dogs today & later talked to 3 residents affected by fire safety/cladding issues, he has done more work on cladding then almost any other MP despite only have 4 affected blocks in his constituency = TH has at least 282!

Actually we (the Council) do not know how many blocks have fire safety issues according to a Q I asked last week
282 blocks in TH applied for extra £ from government (Council only confirm 51 with ACM) but this won’t include most housing association blocks, separate fund

Stephen provided some good advice to the campaigners & asked for practical steps that he can push, for example how waking watch works or removing VAT on remediation costs

Audit Committee tonight includes some shocking findings from Internal Audit review of Housing
Allocations & Lettings system
19,000 households are on the housing waiting list but findings suggest that some of those may no longer be active
Oldest not checked in yrs
13 of 20 had

never bid for properties (although I know some people waiting for bidding numbers)
Some have been on the housing waiting list for 30-40 years & not been checked in years!
This all raises questions about how many of the 19,000 waiting list are real or do people give up?
BUT

of 20 checked, 2 were homeowners!
As a reminder, you cannot bid (normally) for social housing if a homeowner (two TH Cllrs have gone to jail for doing this)
But this might explain why this happened if homeowners are being allowed to join & explain why Cllrs doing this fraud as

Leader or Mayor?
I wrote a 5 page summary of the key issues in the governance referendum
I have not decided which way to vote myself so I wrote the guide to help myself think through the issues & choices
I dislike both options & especially the method by which

the choice was made and I fear it will not solve any of the underlying problems in Tower Hamlets, why we continue to underperform on a range of issues
But there is little practical difference between systems except for how elected
Both strong leader models

But one of the key issues are the two different voting systems used;
Electing Mayors - supplementary vote or 2nd preferences included which gives outsiders more of a chance
Electing Councillors - first past the post - which is why Labour with 46% of vote = 93% of Councillors!

This tweet is largely wrong and it is why I have real problems with the Leader and Cabinet model campaign and have not backed it

Representative - local people lose their power to directly elect their leader in this model, that is the whole point of it
If you want empowered Cllrs TH Labour would have followed Newham Labour in offering the Committee system as an option
But a reminder that Cllrs are not

Labour got 46% of the vote in May 2018 but ended up with 42 of 45 Councillors or 93%
Thanks to First Past the Vote, the biggest party wins
+ 42% turnout as well so in reality = only 19% of voters voted Labour
So are Cllrs representative of local people?
