It may offer a concession to avoid another rebellion. Last time 33 Conservatives rebelled against their party.

This gives backbench MPs 10 minutes to make a speech to propose a new law.
Another MP then speaks for 10 minutes in opposition.
The House then decides whether to allow the bill to go ahead.

These proposals do not become law. Virtually all laws are proposed by gov't.

Each year, backbenchers hold a ballot for the chance to introduce a Private Member's Bill.
