This report is an investigative and reference study which introduces a new term kremligarchs. It argues that kremligarchs is a more relevant term than “oligarchs”, as it shows a total predominance of Putin and Kremlin over all aspects of business in Russia.

The report suggests US sanctions on 8 key kremligarchs:

- Mikhail Fridman & Petr Aven, principals of Alfa Group

- Iskander Makhmudov & Andrey Bokarev, principals of Transmashholding

- Dmitry Rybolovlev, former principal of Uralkali & now owner of the Monaco football club

- Mikhail Gutseriev, who now runs oil & potash business for Lukashenka,

- Ruben Vardanyan, former principal of Troika Dialog & sponsor of Skolkovo school,

- Alexander Vinokurov, son-in-law of Foreign Minister of Russia Sergey Lavrov & principal of Marathon Group.

The report argues these individuals, who have all the prerequisite traits of kremligarchs, should be added to the US Treasury sanctions’ lists due to their close involvement in the Kremlin’s infrastructure designed to harm the US and its allies.
