- Require all exchanges to be licensed and meet minimum probity and financial institution requirements such as incorporation and governance in compliance with the BOFI Act
- Require all exchanges to do customer due diligence and obtain at least 3 verifiable forms of ID
- limit volume of a single transaction and other caps per customer as with fiat caps
