It took us ~7hours yesterday to find an oxygen bed in Chennai for one of my relatives and here's what I know that works. Please amplify.
104 IS THE KEY! It really works but it takes patience which sounds awfully brutal given its an emergency helpline. We tried so many leads for both beds and concentrators but finally we got an oxygen bed for the patient through someone volunteering at 104.
104 is massively overwhelmed and they are unable to answer MOST of the calls but if you're looking to get a solid lead, please keep trying 104 once in every 5mins while following other leads. 104 is the key!
We also tried to get him oxygen supply in the meantime as he was waiting in the car since his SPo2 levels were deteriorating but we were out of luck. TN is in a massive shortage of oxygen concentrators/beds.
After getting an availability: If 104 tells you there's an availability and directs you towards a hospital but upon arriving there, if the hospital tells you were a bit late and that the bed was given to someone else, STAY AT THE RECEPTION. DO NOT LEAVE. You are a priority.
DOUBLE-MASK, GET VACCINATED AND STAY HOME. STAY SAFE.
