It's Youth Week in St. John's! National Youth Week reminds us all of the valuable contributions that Parks & Rec can make to youth development; and that youth can make to community development.

Award recipients are in Council. I'll link the story on the City's site in a bit.
The Junior recipient is Margaret Peters.
The Senior recipient is Georgia Hinks.

These kids are amazing. I was hanging out at the mall at their age, and not doing much else.

It;s the launch of Pick It Up - Clean Up Campaign 2021

Over 8K volunteers are expected to take part in this spring cleanup campaign from schools, individuals, youth groups, tenant associations, service
organizations, environmental groups & businesses.
Over 40 tons of garbage is expected to be collected (!!!!!)
Cllr Stapleton reminds us that the City is there to assist in providing garbage bags and picking up later.

Up next: 28 Eric Street

Council will vote on whether to rezone the greenspace on Eric St so that Habitat For Humanity can build 3 townhouses there. You probably remember there has been a lot of public discussion on this.
Cllr Burton is giving a rundown of the history of this project. Residents are concerned with the loss of the space. It is currently used as a gathering spot for neighbours and there is a nearby community garden that will not be impacted.
They also mentioned a groundwater/flooding issue. The City says that is something the developer would deal with. From a neighbour: the property in question is a natural sink to absorb water coming down from Hamilton Avenue, flooding will be an issue.
Parking was brought up, the developer then redesigned the townhouses to include a garage.

@mmburton has not missed a beat, despite baby Edith noting some objections.
Cllr Collins came into this late, but acknowledges the mistakes the City made in this process and says they have learned from them.

Says this an issue of policy & process. This property was identified without proper consultation with people in the neighbourhood.
The area isn't an unused space. It's being used and has emotional value to residents. Do they want to go into a neighbourhood and take something away ?
He will side with residents and vote against this project. This is no reflection on Habitat for Humanity.
Dep. Mayor @Sheilagholeary speaks from the affordable housing perspective. Many lessons were learned in the process. What they did fostered a culture of distrust. She doesn't think this is any appropriate space for this development. Notes the water issues.
Cllr @ianfroude will be supporting. Believes we have to work to create affordable housing but believes the problems have been addressed. There are other greenspaces close by. Thinks this is an important development.
Cllr Collins will support. Believes the City & developer can solve the water issue.

Cllr Hanlon will be supporting. Thinks the area is good for this type of development and social housing.
Cllr @SandyHAtLarge will also support. Believes that we need to blend affordable housing into existing neighbourhoods. Says he visited the area after a heavy rainstorm. Only a small area had water collection. He's confident they can address that.
Mayor @dannybreen emphasizes the importance of this type of development that introduces ownership of a home to people. They received no details from the Province on the alternate site proposed (the old Grace Hospital). Affordable housing is very important to address in this City.
Cllr @mmburton closes the debate. They have an affordable housing strategy. This development means 3 families will be able to own a home. She will support the application.

This was before Council back in January, in regards to Heritage Properties and Carriage houses.
They will be voting on whether to expand Heritage Use to allow the development of a Dwelling Unit in a designated Carriage House

Up next: Crown Land Lease

The Provincial Department of Fisheries, Forestry and Agriculture has referred an application to the City requesting approval for a Crown Lane Lease.
The parcel is 100 hectares in total, with 28 hectares in the City and 72 hectares in the Town of Conception Bay South. The property would be used for livestock, forage and crops, which are Permitted Uses in the Agriculture (AG) Zone.
Cllr Collins says the more crops we can grow, the better!

The folks who own 42 Gallipoli St are looking at build an accessory building & fence, which would be partially located in the Floodplain Buffer. Council has to approve any of these requests.

The folks who own the property at 142 Old Pennywell Rd want to build 3 townhouses. They need Council to rezone the land from the Residential Low Density (R1) Zone to Residential Medium Density (R2). One person expressed concerns over this development.

Up next: 2021 Streets Rehabilitation Program List
There are two lists here: Small & Large. Small has a budget of $4.2M and Large has a budget of $13M.
The $4.2 is already allocated. However, there is funding, pending approval, from the Province through MYCW that would allow the City to go with the Large list. The Large list will only be completed if the funding comes through.
This doesn't require a vote, it's for Council & public information.

MYCW is Multi_Year Capital Works, btw.

This has been going on since 2014 and it's finally here. Cllr Burton is very happy with this document.

That Council adopt the Envision St. John’s Municipal Plan and the Envision St. John’s Development Regulations, dated April 2021. That Council appoint Marie Ryan as an independent commissioner to conduct a virtual public hearing on Envision St. John’s,
tentatively scheduled for Wednesday, June 9, 2021, at 7:00 p.m., using Microsoft Teams.
Ken O’Brien, Chief Municipal Planner is on the line and sings "The long and winding road" 🎶🎶 🪲🪲🪲🪲
Mr. O'Brien acknowledges the years of work that went into this.

Dep Mayor O'Leary thanks Cllr Burton for all her work on this, and thanks the public for their input. She's excited about the environmental stewardship in this document.
Cllr Froude really enjoyed the process and says the document sets a positive course for the City.

One problem: Document rezones Kenmount Terrace. Has heard concerns from developers who own property in the area.

Next: Driveways in floodplains

Council will consider adopting a resolution for St. John’s Development Regulations to allow the development of driveways in a floodplain under certain conditions where the grade of the land would not be changed.
This came up in a previous meeting in regards to the property at 42-44 Fourth Pond Rd.
Cllr Collins recalls the old days when he'd float boats in the area. He's been up to check on the area a few times after it rained and has seen no issues.

A proposal by the Mobile Vendors Association of Newfoundland (MVAN) was submitted to Council and staff for review and consideration. It was proposed that the City of St. John’s permit four mobile vending units within the road closure of the Downtown Pedestrian Mall.
These units would be stationed in the financial district of Water Street and would rotate vendors throughout the summer. The current by-laws do not permit mobile vendors who have to use generators.
Only 2 of the 8 vendors interested in participating would need generators, and it's noted that generators have come a long way since this by-law was adopted.
These aren't just food trucks. I'd love to know who the 8 vendors are!
Of the 4 vendors at a time, 2 are food trucks and 2 are not.

Next: The Senior of the Year Award

It would traditionally be presented during the first council meeting in June to coincide with Seniors Day. Seniors Day is now Seniors Week and is from September 27th- October 1st
The recommendation from the Seniors Advisory Committee is to change the date of the proclamation and presentation of the award to Monday, September 27th.

Cllr Skinner says that the City is currently putting out garbage cans, starting today.

He also says we should all be staying away from the young moose that have been wandering into the city. Don't get in your car to follow them.

She also reminds us that May is Multiple Sclerosis Awareness Month.
Cllr Hickman tells us that yard waste collection has resumed. Check the calendar on the city's site or that City Guide that Cllr Korab mentioned.

Cllr Burton mentions that there is still time to submit feedback on the city by-laws around Heritage.
She also thanks everyone for making her feel so welcome and for being breastfeeding-friendly so she could bring her newborn daughter to work with her.
Deputy Mayor O'Leary mentions it is World Press Freedom day and the media is very important in holding people in power accountable (even them)
She also mentions it's Mental Health Week.

Finally she mentioned she will be pursuing a Masters in Fine Art! She will have to leave the City for a month but will attend meetings virtually.
Mayor Breen mentioned this is also Emergency Preparedness Week.
