The folks who own the commerical property at 502 Topsail Rd would like to turn the building into a lounge. This is the property next to McDonalds at the corner of Topsail Rd & Cowan Ave. It would be open 7 days a week from 10AM to 2PM.
It would have 2 employees on site at a time and has on-site parking.

Residents in the area have raised concerns:
Noise
increased vandalism
proximity to a nearby school
not suited to the area which has many young families and children

Cllr Korab says this was previously a Spa/Salon and a Tim Hortons. He understands the residents concerns but is okay with this. There's more than alcohol and food to a lounge, it can be a place where neighbours meet.

Next: an application to construct a 1161.6m2 extension to the Building at 395 East White Hills Rd, resulting in a Building Line setback of 18.83 metres from the front property line.
Zoning for the property is Commercial Industrial (CI), where the minimum Building Line setback is 20 metres. Council can consider and approve such changes.

Cllr Froude says in the image it looks like it encroaches on open space, wants staff to address that. Motion carried 8-0

The City has been approached by the Avalon Mountain Biking Associations (AMBA) with a proposal requesting $60,000 in funding to construct a pump track at the Quidi Vidi Park.

What's a pump track? It's not a place to fill your tires, which is what I thought.
The Avalon Mountain Bike Association (AMBA) is a not-for-profit community organization engaged in promoting the sport of mountain biking on the Avalon Peninsula. AMBA’s primaty goals are to develop, maintain and preserve shared-use mountain bike trails and infrastructure.
The group is committed to promoting socially and environmentally responsible mountain biking and trail usage, while making mountain biking fun and accessible for riders of all ages and skill levels.
AMBA, in collaboration with Canary Cyles, is proposing that the City allocate a small potion of City land at Quidi Vidi Park for the development of an asphalt pump track. A pump track is a continuous loop of berms and “rollers” (smooth dirt or paved mounds) ...
that is ridden by “pumping” your body up and down over the features to generate momentum, with pedalling or pushing. Pump tracks can be used by cyclists of all ages and skill levels, as well as, scooters, skateboards and wheelchairs when paved.
Pump tracks are a great way to develop balance and handling skills for everyone from toddlers to professional athletes and offer an opportunity for the whole family to enjoy cycling in a safe, traffic-free environment.
Canary Cycles are putting up $100K for this project.

Cllr Korab can't wait to try it out. Cllr Burton thinks it's a great use of park space and funding.
Cllr Hickman, like me, never heard of this. he says he will be down there too. Mayor Breen jokes that cameras will be ready for that.

Demolition of 98 Mundy Pond Rd. Many complaints from residents, it's been vacant for quite a while.

There was a fire on April 23. Div of Regulatory Servies asked that it be judged a nuisance so they can make an order to demo it.
Owner will be given an order to demolish. They are given a few weeks, if they fail, it goes to the city to do. So it will be gone by sometime this summer.

Cllr Korab says they had a community cleanup last week in Cowan Heights. Clean up after your dogs, don't throw the bags in the woods.
Cllr Collins is getting calls about staff's cleaning efforts. Asks people to be patient.

These kids are amazing. I was hanging out at the mall at their age, and not doing much else.
