There will be a lot of political opposition (mainly from Conservatives!) but the planning system in England is crap - it does not deliver 1/
enough new homes, quality homes, affordable homes nor beautiful places - some of those failures are for other reasons not just the planning system
I am not sure I agree with government proposals but I won’t defend status quo
Tower Hamlets has to deliver around 1.82% of all 2/
new homes & I suspect opposition from suburban MP’s may push targets higher (this assumes people/market want more new homes here)
Part of the change will be zoning, a map will say this a Growth area where we want development but this area is Protected from development 3/
Want to have a guess where in TH which is which?
The Council as I understand it will set the zones although should consult
But if we can go to a low level of detail we maybe able to Protect some areas e.g. old pubs etc (I assume parks etc will be automatically protected) 4/
Another part of the change will be something called a local Design Code, the national version of which was consulted on recently

So hopefully by the middle of July I will know enough to help write a Design Code for the area, either helping residents form a partnership with the Council and/or for a new Neighbourhood Plan

But controversial part of changes may well be that no need for planning committees of Councillors!
Argument is that this reduces democracy
Having attended many development meetings I am not sure Cllrs adds much value nor works
But it would move public engagement from the 8/
end of the process (planning committee decision) to the beginning (the plan writing stage)
It is hard to get public & Cllrs to engage with policy even though key, but they will need to in the future
It will make England more like other countries
But given complexity how will 9/
this all work? as a lot of issues unresolved (what happened to renewal areas in my 3rd tweet?)
But if we want more new high quality affordable homes for everybody in the right places with supporting infrastructure then big changes required

Following the fire at NPW on Friday and the protest yesterday some thoughts about next steps
It is clear that there are a lot of lessons to learn from the fire, why did smoke spread so far, why did fire brigade struggle to access water supplies, waking watch etc etc? 1/

Good news or is it on NOX canisters?
At last TH Council has done something about the little silver canisters that litter our streets & are often linked to anti-social behaviour
But why did it take so long & why it may have little impact & why TH is so frustrating?
A new PSPO 1/
Public Space Protection Order was approved on Wednesday by the Mayor, it will ban the use of NOX nitrous oxide that people inhale via balloons from the canisters
It provides a short high so users have to keep inhaling more of them (& then for some reason do not pick them up) 2/

& some of those who use NOX also cause anti-social behaviour, cause loud noise etc & a few have been violent when asked to keep the noise down
There is no need for it to be inhaled close to peoples homes

I asked to speak tonight as well but I missed deadline by a few hours & 5 people already registered
But I would have said that planning is a balancing act based on planning policies 1/
But not how planning works in TH, planning department won’t present a balanced view of what their & GLA policies say but as they support this development they will only quote policies that support this application
Not those policies which do not support this application 2/

Most Cllrs voted to approve this Plan last January (I didn’t) so they should be familiar with them

Scrutiny work programme
One of my jobs is to sit on TH Council Overview and Scrutiny Committee. I have suggested below what I think we need to look at over the next year as areas that need more work. What would you add/amend/change?
1. Newly built residential towers containing affordable housing – endemic problems over a range of issues, these are complex buildings and not clear that housing associations nor managing agents can manage effectively especially in early months after occupation.
2. Service charge billing generally and heating / hot water / electricity charging specifically – clear that housing associations not very good at the basics nor managing agents of billing or of explaining service charge cost drivers.
