An official claimed police primarily targeted violating businesses and large gatherings. But here are some more activities that people were charged for engaging in:
- Failure to wear a mask
- Being outside for nonessential business
- Sitting in front of home listening to music
It took me almost a year to get these records. Conveniently for government authorities, COVID also provided an excuse to greatly delay performing basic tasks
I actually don't think revenue was a major factor in this instance. If anything, issuing these summonses cost the city money. The goal seems to have been demanding compliance with the dictates of the Governor and Mayor
