During this Mental Health Awareness Month and all year round, the Biden-Harris Administration is focused on building an improved, expanded system of care for the mental health needs of adults and children.
Here’s a look at what we’re doing:
President Biden’s American Rescue Plan delivered $3 billion for substance use and mental health care block grants. These funds ensure that states provide pathways to prevention, intervention, treatment, and recovery services — especially for underserved communities.
The American Rescue Plan also included $420 million in funding to support Certified Community Behavioral Health Clinics to expand access to high-quality, evidence-based behavioral health services.
Building on the American Rescue Plan, President Biden has requested $1 billion in funding to expand the number of school-based mental health professionals, including school psychologists and counselors to address the mental health needs of students.
We’re also building on the progress made through the 21st Century Cures Act by integrating mental health and addiction treatment into primary care settings, schools, and homes.
Our Administration is committed to ensuring that everyone knows that they are not alone, that help exists, and that we will provide the mental health support needed to heal, recover, and thrive.

The President’s American Jobs Plan is a once-in-a-generation investment by our federal government – but its impacts will be felt locally, in the hometowns of Americans across the country.
Here are just some of the ways the American Jobs Plan will be felt at home:
Caregiving is infrastructure — and even before COVID-19, we were in the midst of a caregiving crisis. Hundreds of thousands of people who need better care can't access it, and one in six essential care workers lives in poverty.
Here’s how the American Jobs Plan will change that:
The American Jobs Plan will invest $400 billion to expand access to quality, affordable home- or community-based care for seniors and people with disabilities — helping hundreds of thousands of Americans obtain the long-term services and support they need.
It will also solidify the infrastructure of our care economy by creating new jobs and offering caregiving workers a long-overdue raise, stronger benefits, and the ability to collectively bargain.
Across the country, far too many people are struggling to put food on the table. Here’s a breakdown of how the American Rescue Plan will help change that:
The American Rescue Plan extends the 15% increase in SNAP benefits through the end of September — that’s an extra $28 per month per person.
The bill provides $888 million to expand access to more fruits and vegetables for moms and babies participating in the WIC program, $37 million for senior nutrition through the Commodity Supplemental Food Program, and $1 billion in nutrition assistance for the territories.
Communities across the country are struggling in the wake of COVID-19. Here’s a breakdown of how the American Rescue Plan will help:
It provides emergency grants, lending, and investments to hard-hit small businesses so they can rehire and retain workers, and purchase the health and sanitation equipment they need to keep workers safe.
The American Rescue Plan helps hard-hit public transit agencies avoid layoffs and service reductions, which disproportionately harm workers who are more likely to depend on public transportation.
The pandemic and economic crisis have undermined the health and well-being of women and children, but the American Rescue Plan is here to help. Here’s a breakdown of how the law supports women and families:
It increases the Child Tax Credit from $2,000 per child to $3,000 per child for children over the age of 6 and $3,600 for children under the age of 6–and raises the age limit to 17. This means a typical family of four with two children under 6 will receive an additional $3,200.
The bill increases the Earned Income Tax Credit for 17 million workers by as much as $1,000, benefiting many cashiers, food preparers and servers, and home health aides — frontline workers who have helped their communities get through the crisis.
President Biden believes every single American deserves access to quality, affordable health care. Here’s a breakdown of how the American Rescue Plan helps make that a reality:
The American Rescue Plan ensures no one will pay more than 8.5% of their income on their premium. For example, a family of four making $90,000 will see their premiums decrease by $200/ month.
The bill establishes more generous tax credits to the nearly 9 million Americans receiving financial assistance to purchase Marketplace coverage.
