In interviews, Heritage Minister Steven Guilbeault can't explain why they removed the section that protected user-generated content (which is problematic) and made a comment that Bill #C10 could apply to social media users with large accounts (also problematic).

Conclusion
Perhaps in November Bill #C10 started as a good idea to ensure that some large streaming services would be required to highlight Canadian content, but then they got greedy and started to muddy the digital content waters.

Now many people on all sides are screaming at each other instead of figuring out how to modernize the Broadcasting Act in a fair and responsible way, without sacrificing the general neutrality of the (Inter)net.
