Despite medical a state subject, Centre took initiative n shortlisted some companies which could manufacture ventilators.

Its quite possible that few ventilators (2-5%) in such a bulk order during emergency can be faulty or have some technical issues.
States could have said such things happen n get it rectified. They should have been thankful that Modi provided them free of cost.

Another thing states r hiding is the ventilators were not installed as at many places they don't have skilled staff to handle it.
