First, Community Health Systems Inc has had a few changes over the years. Like many acquisitions and divestitures / or spin-offs occurring, they were still unable to make a profit.
More interesting to me is why Wayne T. Smith is still CEO

Some of you may know; I spent my formative years in business working for a Fortune 100 company. Gobbled up 6 times while merging with other divisions acquired or by acquisition. Each time I was kept on, moved forward and rose to the top.
But I digress.

The CEO of CHS should be let go because he’s really shitty at his job. But instead, they divest hospitals not performing to whatever the standard is they use, hoping to impact the bottom line. They went from 200 hospitals to 85 by 2021.

They also have a problem. They’ve been doing it for years. Even the DOJ got involved in 2015. Just didn’t do enough

AND in 2016, a whistleblower successfully won a lawsuit after being fired for spilling the beans about the illegal practices and billing issues

This guy. Chinese billionaire Tianqiao Chen. He, like other investors saw opportunity in the company. But what opportunity? He upped his investment in this system in 2016 and by 2017 had a pretty large stake in it.
