inadequate education is the problem of POVERTY. It happens in Han communities & other countries as well. Your calling girls going to school "civilized the brutes" really exposed your colonizer mentality.
So stop projecting yourself and labeling everything you don't like "racist". No civilization is better than another, and no one ever "civilized" anyone. EVERY SINGLE PERSON living on the earth, DESERVE MODERNIZATION!
Not everyone is born as a privileged westerner in a developed country like you. Women living in developing countries also deserve education, jobs and financial independence. I'm sure they'll make their education more worthwhile than yours.
And no one indicates that a high birthrate itself is "uncivilized" like you did. The issues are only about high birthrates obviously maintained by lack of education, lack of knowledge about birth control & systematic exploitation of underaged girls.
There are literally girls getting married and getting pregnant when they are supposed to go to school. And you are asking why are they not having babies.
No one here is trying to mislead anyone except for you. My point is that drop in birthrate or fertility rate can be caused by many factors, and I truly believe that change happened in Hispanic population is caused by socioeconomic reasons.
See, that's what a normal person with a normal mind would think of. How come people like you still look at a drop in birth rate and just start attributing it to "forced sterilization" or "genocide" before looking at other important factors? What kind of sick mindset is that?

Why you're calculating education attainment against the whole population aged 15+, and not for school age population only? School age data is much more relevant & is very compelling in showing XJ's EXCEPTIONAL improvement especially for Uyghur students.
HS enrollment increased 32%, jumped from falling behind to leading the nation. In four (Uyghur majority) southern XJ prefectures, middle school graduates entering HS increased from 38% in 2009 to 84% in 2014 and 98.6% today. A 60% increase!
Also, minority students took up only 60% of the student body in 2010, and increased to 77.5% in 2019. This is another evidence showing how minority students were falling behind in education and quickly caught up with Han students in the past 10 years.
For those who still use "drop in birth rate" as a "proof" of "genocide", does this data mean anything to you? (Note: Fertility Rate = Birth per 1,000 Women aged 15–44)
Fertility rates of a population can be affected by many factors, like shift in cultural traditions, economic development, urbanization and easy access to birth control. XJ is going through a rapid developing phase, with significant improvements in all these aspects.
