I revisited the demands @sifil_ldf made during the famous leaked Biden/Harris call with civil rights leaders last winter.
She specifically anticipated that Biden might not have the votes to pass the George Floyd Act, and offered that he could do quite a bit by executive order.

Chiefly, Iffil argued that @JoeBiden has duty to use Title XI, which bars federal funding from discriminating institutions, to defund police departments that don't adopt reforms.

Biden responded viscerally, arguing in bad faith that using executive orders in that way would be "unconstitutional." I spoke to several legal experts who disagree.
This was Biden's sharp response to Iffil's very reasonable suggestions. (Note that part way through Iffil's remarks above, Biden turns off his camera and dips out of the conversation).
Instead of publicly pushing for Biden to use the power he has to do more for George Floyd, civil rights leaders on that call have been largely silent. Some have even appeared to manufacture consent for the inaction.
