1) Building a martian identity: All citizens living in the colony must have the ability to present/demonstrate their identity in a digitalized & secure manner. Even visitors get temporary IDs which will be revoked once they leave
2) Building a commons stack: We must have standard rails to enable sharing of data, payments, communications/messages, personal information, etc. This increases productivity and reduces wastage. Specs must be open for anybody to build their own tools.
3) Electing a government: Every 4 years the martian people must get together and elect their representatives for the next 4 years. Elections are fully digital (vote from anywhere!) and Ranked Choice Voting (RCV) mechanism is used. This avoids two cats and monkey story
4) Illiquid democracy: Leaders are fragile, Mars can’t be. All citizens have the right to directly vote on issues they care about (eg: farm laws). Each citizen gets 1 vote on a topic. Citizens can delegate their votes on threads to more informed representatives (MPs / friends).
Citizens basically protest by voting with the opposition. Final decision on any topic happens transparently by summing votes on each side. Allows me to support Party A on major threads but Party B on a specific issue (say economy).
5) Accountability: Martian government must operate transparently. Each institution publishes quarterly/annual reports indicating things plans vs achieved. Historical data must be accessible. Departments not meeting their objectives get budget cuts &/ new CEOs
6) Administration: No life-time appointments for bureaucrats. 5-10 year tenureship gets offered for different roles based on your past records / performance. Extensions can be granted but the office reigns supreme
7) Taxation: We expect a lot of new immigrants to settle in Mars over the coming few years. There should be a one-time settlement tax on everybody.
Apart from this, taxes should be based on the value of your land [Georgism]. Instead of “income tax”, we will tax Martians for ownership of common goods. This will prevent the monopolization of limited natural resources.
8) Welfare: The state promises free education, food, stay to any individual under the age of 18. Beyond that it's a free for all. Focused benefit schemes may be launched for needy individuals [again requiring societal votes].
