The accurate word for what we call “homeless encampments” is “open drug scenes”

Around the world they threaten public safety & are only dealt with through coordinated services AND (not or) law enforcement

You’re free to kill yourself in the privacy of your home but you do not have the right to do so on sidewalks & parks

If you do you should first be told to stop & if you don’t you should be arrested AND (not OR) offered drug treatment as an alternative to incarceration
Everyone should have a right to basic shelter. As for receiving housing, it should be contingent on abstinence & other steps in a person’s plan. Details here:

Because the homeless crisis is not about spending too little money on housing, it's about spending too much money incentivizing self-destructive behaviors
