After the first several years, Fisher had become more involved with the Dixie Highway, but Joy remained dedicated to the Lincoln Highway. Naming it after former U.S. President Abraham Lincoln was one of the moves Joy led, and his Lincoln Highway project was completed in his
lifetime, despite a lack of financial support by automotive leaders such as Henry Ford. Henry Joy was born in Detroit in 1864, the son of Michigan Central Railroad president James F. Joy. James Joy was involved with the great railroad push to Missouri, and hired Abraham Lincoln
to assist him with mergers. Henry Joy began his schooling in Michigan, then graduated from Phillips Academy, Andover in 1883 and Yale University in 1892. Joy also held various positions at the Detroit Union Railroad Station and Depot Company.

The company moved to Detroit, where
Joy engaged Albert Kahn, then a young architect with novel ideas, to design and build the world’s first reinforced concrete factory on East Grand Boulevard. The company prospered under Joy's leadership; he became the president in 1909 and chairman of the board in 1916.
During
this time, Packard gained a reputation for technology and luxury. Joy steered Packard into innovative motor truck developments, and the creation of a V-12 engine. Joy began investigating airplane engines with Packard engineers, a research program that culminated in the renowned
Liberty Motor. Packard acquired a large tract of land on Lake St. Clair, near Mt. Clemens, Michigan at the behest of Joy, who wanted a place to test the airplanes with the Liberty engines. The air field was at first named Joy Aviation Field and assisted the government with
manufacturing and testing aircraft. After World War I the government acquired the field, renaming it Selfridge Air Base, for Thomas Selfridge, the first person killed in an airplane. The street leading to Selfridge is still called Joy Road.
Henry Joy served at Packard until
1926 (with a temporary interruption to serve in WWI). In 1913, Joy became one of the principal organizers and president of the Lincoln Highway Association, a group dedicated to building a concrete road from New York to San Francisco. The effort, which was heavily promoted by
his vice president, Carl Graham Fisher, succeeded, and a monument to Joy along the Lincoln Highway at the Continental Divide was dedicated on July 2, 1939. In 2001, this monument was moved to a more accessible location west of Cheyenne, Wyoming. Image

those that exit via the Mississippi River. Water that falls at the summit can flow either to the Pacific, Atlantic, or Arctic oceans (when Hudson Bay is considered an Arctic tributary). The International Hydrographic Organization (in its current unapproved working edition
only [4] of Limits of Oceans and Seas) defines the Hudson Bay, with its outlet extending from 62.5 to 66.5 degrees north (just a few miles south of the Arctic Circle) as being part of the Arctic Ocean, specifically "Arctic Ocean Subdivision 9.11."The IHO was established in 1921
as the International Hydrographic Bureau (IHB). The present name was adopted in 1970, as part of a new international Convention on the IHO adopted by the then member nations. The former name International Hydrographic Bureau was retained to describe the IHO secretariat until 8
November 2016, when a revision to the Convention on the IHO entered into force. Thereafter the IHB became known as the "IHO Secretariat", comprising an elected Secretary-General and two supporting Directors, together with a small permanent staff (17 as at August 2019), at the
Organization's headquarters in Monaco. In 1889, an International Maritime Conference was held at Washington, D.C., and it was proposed to establish a "permanent international commission." Similar proposals were made at the sessions of the International Congress of Navigation
held at Saint Petersburg in 1908 and the International Maritime Conference held at Saint Petersburg in 1912.
In 1919, the national Hydrographers of Great Britain and France cooperated in taking the necessary steps to convene an international conference of Hydrographers. As a
result of the 1919 Conference, a permanent organization was formed and statutes for its operations were prepared. The IHB, now the IHO, began its activities in 1921 with 18 nations as members. The Principality of Monaco was selected as the seat of the organization as a result of
the offer of Albert I of Monaco to provide suitable accommodation for the Bureau in the Principality. SS Delphine is a yacht commissioned by Horace Dodge, co-founder of Dodge Brothers. The yacht was launched on 2 April 1921 Captained by Arthur A. Archer. She was acquired by the
United States Navy in January 1942 and rechristened USS Dauntless (PG-61), to serve as the flagship for Admiral Ernest King, Commander in Chief of the U.S. Fleet and Chief of Naval Operations. She was sold back to Anna Dodge (Horace Dodge's wife) after the conclusion of World
War II and restored to civilian standards and service, including her original name. Delphine changed hands in 1967 and again in 1968, changing names again to Dauntless, only to be sold again in 1986, 1989, and in 1997 – at scrap metal prices to her next owners – who proceeded to
restore her for $60 million to the original 1921 condition including interior decor and the original steam engines.[3] She was rechristened Delphine by Princess Stéphanie of Monaco on 10 September 2003. She was recently acquired by its current owners in 2015 and has returned to
its home port of Monaco for the 2017 charter season. As bureau chief, King worked closely with the chief of the Bureau of Navigation, Rear Admiral William D. Leahy, to increase the number of naval aviators. King hoped to be appointed as either Chief of Naval Operations or
Commander in Chief, United States Fleet, but on 15 June 1939, he was posted to the General Board, an elephants' graveyard where senior officers spent the time remaining before retirement. A series of extraordinary events would alter this outcome. "The board had two categories
of members – the full time executive committee and ex officio members, senior officers holding specifics posts, who attended monthly board meetings. ... the ex officio members of the board included the President of the Naval War College, the director of naval intelligence, and
the chief of the Bureau of Navigation.

The shift in focus from navigation to personnel management, brought a change in name during World War II. In 1942, the Bureau of Navigation was redesignated the Bureau of Naval Personnel (BuPers), under which name it still exists today.
The Hydrographic Office and the Naval Observatory were transferred to the Office of the Chief of Naval Operations. Nevertheless, fears about possible sabotage or disruption of the waterfront led Commander Charles R. Haffenden of the U.S. Navy Office of Naval Intelligence (ONI)
Third Naval District in New York to set up a special security unit. He sought the help of Joseph Lanza, who ran the Fulton Fish Market, to get intelligence about the New York waterfront, control the labor unions, and identify possible refueling and resupply operations for German
submarines with the help of the fishing industry along the Atlantic Coast.
To cover Lanza’s activities, he approached Meyer Lansky and solicited his help in reaching Charles Luciano who was an important boss of the five New York Mafia crime families. During much of its 183-year
tenure at the original site, the Fulton Fish Market was the most important wholesale East Coast fish market in the United States. Opened in 1822, it was the destination of fishing boats from across the Atlantic Ocean. By the 1950s, most of the Market's fish were trucked in rather
than offloaded from the docks. The wholesalers at the Market then sold it to restaurateurs and retailers who purchased fresh fish of every imaginable variety. Prices at the Fulton Fish Market were tracked and reported by the United States government. In its original location, it
was one of the last, and most significant, of the great wholesale food markets of New York. It survived major fires in 1835, 1845, 1918, and 1995. In its new location in the Hunts Point Cooperative Market, it handles millions of pounds of seafood daily, with annual sales
exceeding $1 billion, and is second in size only to Tokyo's Tsukiji fish market.
