B) Capito: While I appreciate President Biden’s willingness to devote so much time and effort to these negotiations, he ultimately chose not to accept the very robust and targeted infrastructure package, and instead, end our discussions.
C) Capito: However, this does not mean bipartisanship isn’t feasible. The Senate EPW Committee continues to demonstrate bipartisan action on infrastructure. In a one-month period, our committee passed a bipartisan water and wastewater infrastructure bill out of the Senate
D) Capito: After negotiating in good faith and making significant progress to move closer to what the president wanted, I am disappointed by his decision.

A) Keep in mind why Biden is ditching talks w/Capito now. The House Transportation Committee is marking up its surface transportation bill tomorrow. Democrats are going to have to get his own party on board 1st. Some liberals were skeptical of GOP talks.
B) That bill from the House committee will be seen as a potential placeholder for an eventual infrastructure bill. Democrats have to walk a very fine line between courting JUST ENOUGH Democrats and then entertaining potential GOP entreaties.
C) Dems still have to align all Dems on their side in the Senate. That means moderates like Sinema, Manchin & Tester & liberals like Sanders.

1) WH's Psaki says Biden "informed Senator Capito today that the latest offer from her group did not, in his view, meet the essential needs of our country to restore our roads and bridges, prepare us for our clean energy future, and create jobs."
2) Psaki: The President also spoke with Senators Sinema, Cassidy, and Manchin today. He urged them to continue their work with other Democrats and Republicans to develop a bipartisan proposal that he hopes will be more responsive to the country’s pressing infrastructure needs
3) Psaki: The President said that he would be in contact with members of the group by phone while in Europe, and he designated his Jobs Cabinet and White House aides Steve Ricchetti, Louisa Terrell, and Brian Deese to meet with them in person to advance this effort.

A) Pelosi to Dems: I am writing to update you on the status of that legislation.

H.R. 1, the For The People Act, advanced by Congressman John Sarbanes and passed twice in the House, is awaiting action in the Senate.
B) Pelosi to Dems: Our mission is to amplify the voices of the grassroots, as they vote, advocate for policy and choose to run for office. H.R. 1/S. 1 must become law in order to respect the sanctity of the vote, which is the basis of our democracy.
C) Pelosi to Dems: In addition, it is essential that H.R. 4, the John Lewis Voting Rights Advancement Act, become law. When we pass H.R. 4, we must do so in a way that is ironclad constitutionally.

A) McConnell: We're still working to reach a bipartisan deal on infrastructure..I know a comprehensive infrastructure package would be welcome by all state and local governments.
B) McConnell: The federal government's gas tax provides some of the money that would pay for some of what we would do. It comes down to what the government gives us on a per capita basis.
C) McConnell: We continue to talk and hope we will get a bipartisan outcome. If we don't I expect the Democrats to try to put through a large package. It'll be extremely controversial because of the massive amounts of taxes.
