Updates on Puerto Rico Power Outage:
The Bureau of Alcohol, Tobacco, Firearms & Explosives has joined the investigation into the cause of the explosion/fire at the Monacillo substation. FBI San Juan is leading the investigation. Engineers from LUMA are also involved.
Investigators and engineers are reviewing the surveillance video and logs accounting for who had access to secure facility.
There is still nothing that point to criminal activity or sabotage, according to a source with direct knowledge of the investigation. (If that changes, I will update as soon as I receive new information).
As of 3pm eastern time on Friday, LUMA reports that 19,000 subscribers still don't have power. Of those, 13,000 "are directly served by the transformer damaged by the fire yesterday."
LUMA says: "installation continues of the mobile substation that was transported to Monacillo to replace the once affected yesterday by fire. Once that is compete LUMA will reconnect the 13,000 customers directly affected by the fire." Luma expects that to happen by 8pm.
A law enforcement official told me that investigators are looking into 3 scenarios as to the cause of what happened. Was it: 1. accidental 2. a result of faulty equipment 3. sabotage
The ATF has offered to have their national response team to respond to Puerto Rico. So far that team has not been requested. That team is usually sent if something suspicious is found. So far, a law enforcement source tells me that nothing suspicious has been found.
Another update: regarding Luma's claim that a cyber attack to their website lead to users not be able to access Luma's site or app - I've been asking which law enforcement agency Luma reported it to. Luma would not say. Today, I confirmed that Luma reported it to the FBI.
And this is important: at this time there does not appear to be any connection between the cyber attack, that Luma says it suffered, and the explosion/fire at the Monacillo plant, according to a source with direct knowledge of both investigations.

This morning, Luma Energy Puerto Rico CEO Wayne Stensby made the following statements regarding yesterday’s transformer fire & power outage:
•Roughly 900,000 customers lost power
•36,000 customers remain without power
•total restoration of power projected by 6pm tonight (1/2)
•a mobile substation has been brought in
•cause of explosion/fire has not been identified/located yet (2/2)

It was a tense morning in Puerto Rico after a municipal legislator was kidnapped and carjacked. It happened on the eastern side of the island in Humacao.
Ana Ponce Rosa was at a medical lab early this morning when a man walked in and said, according to police, that he had a knife and a gun. He told people in the room to give him their belongings.
Surveillance video, obtained by WAPA TV, shows the man in the lobby of the lab. He kept asking who owned the 2021 white vehicle parked in the parking lot. The legislator said it was hers.
BREAKING: Julia Keleher, Puerto Rico’s fmr Education Secretary just pleaded guilty in court to conspiracy to commit wire fraud & honest services wire fraud, while Secretary. Federal prosecutors offered her a plea deal to serve 6 months in jail + 1yr home confinement + a 21K fine.
She’ll be sentenced on September 7, 2021.
Kelleher appeared via zoom from her parents home outside Philadelphia where she has been living.
Just Released: photos of the 2 suspects arrested in Southern Calif. & accused of being involved in the road rage incident that led to one of the suspects allegedly firing a gun at the back of a car. The bullet killed a 6yo boy.

Prosecutors say he was the shooter, she the driver. Both altered their appearance & both seemed surprised when police arrested them at home. They had gone out for sushi Sunday; police were watching them but didn’t want to cause a scene at the restaurant by arresting them there.
The suspects aren’t believed to be involved in any gangs & don’t have a criminal history. The gun used in the road rage incident was registered legally to the suspect who allegedly leaned out the vehicle & fired a shot, while on the way to work, into the back of the victims car.
