.@lumaenergypr has a "communications crisis."
That's what Fermin Fontanes, who leads the oversight of Luma's contract with Puerto Rico govt, told me tonight.
Fontanes, who's executive director of @alianzaspr, said today that Luma suffered another cyber attack over the weekend.
Luma did not disclose this publicly, but they did notify Fontanes because of his oversight of Luma and the contract. Fontanes said Saturday's attack blocked customers from entering the site to register and make complaints.
Fontanes claims it was expensive attack; a concerted effort to target the LUMA system.
Saturday's attack was the 2nd cyber attack Luma suffered in a week, Fontanes said. Last Thursday there was a "Distributed Denial of Service" that would kick customers off the website and app.
For the record: I was first notified of the Distributed Denial of Service Attack, last Thursday, while interviewing Stensby. bit.ly/3iHiDZG
Shortly thereafter the company did put out a press release to notify people of what happened.
The FBI has been notified of both attacks suffered by Luma & is investigating.
Regarding the company's communications crisis, as Fontanes put it, he says it's unacceptable that @lumaenergypr has not reacted with the speed they should have."
Fontanes went on to say: the people of Puerto Rico need to know that these issues are occurring because it's key for the people of Puerto Rico to know what's going on. They need to communicate more efficiently..."
"...the people of Puerto Rico are accustomed to knowing this information immediately. Luma should explain what the problem is and how long it's going to take to fix it."
There have also been unanswered questions about whether Luma works on weekends. A spokesperson for the company said today: yes, we work 24 hours a day. Fermin Fontanes confirmed that Luma does in fact work weekends.

THREAD: The U.S. Justice Dept. has analyzed the Puerto Rico Statehood Admission Act & the Puerto Rico Self Determination Act.
Bottom line: DOJ doesn't object to either bill, & doesn't think one has a stronger leg up than the other.
Below, read what DOJ said about both bills.
U.S. Department of Justice Analysis of Statehood Admission Act: (bit.ly/3cYTru7) "The Department of Justice supports providing the people of Puerto Rico the opportunity to vote on whether to become a state of the Union, as H.R. 1522 would do..."
"...The Department’s concerns with the bill relate only to the manner of execution. bit.ly/3cYTru7
The Department’s primary
concerns are (1) providing for an orderly transition of the Financial Managements and Oversight
Board for Puerto Rico that was.."

Updates on Puerto Rico Power Outage:
The Bureau of Alcohol, Tobacco, Firearms & Explosives has joined the investigation into the cause of the explosion/fire at the Monacillo substation. FBI San Juan is leading the investigation. Engineers from LUMA are also involved.
Investigators and engineers are reviewing the surveillance video and logs accounting for who had access to secure facility.
There is still nothing that point to criminal activity or sabotage, according to a source with direct knowledge of the investigation. (If that changes, I will update as soon as I receive new information).

It was a tense morning in Puerto Rico after a municipal legislator was kidnapped and carjacked. It happened on the eastern side of the island in Humacao.

Ana Ponce Rosa was at a medical lab early this morning when a man walked in and said, according to police, that he had a knife and a gun. He told people in the room to give him their belongings.
Surveillance video, obtained by WAPA TV, shows the man in the lobby of the lab. He kept asking who owned the 2021 white vehicle parked in the parking lot. The legislator said it was hers.
