So I have a map series that is inspired by @AveryTheComrade 's discussion of Alaska and how a lot of people talk about Florida
What I am going to do is go state by state and see how much you'd have to remove for the non-dominant political party to win the state.
Some rules:
Try not to split counties
Try not to split cities
State 1: Wyoming.
You'd have to remove 540,000 people to create a blue Wyoming and it would basically just be Laramie
State 2: Vermont.
You'd have to remove 550,000 people to create a red Vermont.
State 3: Alaska
As @AveryTheComrade pointed out, Trumps margins are dominated by strength in the Mat Su Valley. Remove that and some other sections and Biden wins the remaining area by 400 votes. That red state would be +50% R though
State 4: North Dakota
You have to remove 660,00 people to create a .01% democratic North Dakota with only 97,000 people
State 5: South Dakota
I tried to make a state that included the native reservations but they were too far away and the look broke too many of my rules. This state is only 81,000 people in Sioux Falls.
State 6: Delware
You'd have to remove 460,000 people to make a Republican Delaware. It would consist of the majority of Delawares landmass
State 7: Montana
You'd have to remove 570,000 people to create a Democratic Montana and its only about 470,000 people and only .01% D. The other would be R+32
State 8: To make a Republican Rhode Island, 470,000 people along the border with Mass and in Providence would have to be removed and the remaining state would only be R by 300 votes
State 9: To make a Republican Maine all you have to do is send Portland into the sea and the remainder would be R by 300 votes.
Stater 10: For a Republican (by 400 votes) New Hampshire to exist you'd have to remove all of the major cities and basically anything that borders Massachusetts
State 11: A Republican Hawaii would only have 130,000 people that are barely connected to one another and would only be R by 30 votes
State 12: A Democratic West Virginia would only be 100,000 people around Charleston.
State 13:
A Democratic Idaho would be about 400,000 people around Boise and Meridian.
State 14: Nebraska
Surprisingly, Democratic Nebraska would be huge, about 1.2 million people based around the Omaha to Lincoln Corridor. The problem is the rest of the state is dark dark red
State 15: New Mexico (2018 Governors data)
You'd have to remove 800,000 voters around Santa Fe and Albuquerque to create a red New Mexico.
Stat 16: Kansas (2020 Pres)
To create a blue Kansas youd have to remove 1 million people in the mostly rural areas of the state.
State 17: Mississippi (2012-2016 Pres Composite)
To create a blue Mississippi the white suburbs of Jackson and the coastal region would have to go.
State 18: Arkansas (2016 Pres)
To create a blue Arkansas you'd have to remove 1.9 million people in the western half of the state.
State 19: Nevada (2016 Pres)
To create a red Nevada you'd need an "Army of the Dead" Scenario where Las Vegas is wiped from the face of the earth.
State 20: Utah (2016 Pres)
To create a Blue Utah you'd need to separate the Salt Lake City Metro from the rest of the state.
State 21: Iowa (Pres 2016)
To create a Blue Iowa once more you need to remove the western half of the state.
State 22: Connecticut
To create a red Connecticut you'd have to remove 2 million people along the coast and down the central corridor.
State 23: Oklahoma
For a blue Oklahoma to exist you'd have to isolate the major metros almost entirely from the rest of the state.
State 24: Oregon (Pres 2016)
To make a red Oregon you'd have to complete sever Portland and the surrounding cities from the equation, roughly 700,000 people in total.
State 25: Kentucky (Pres 2016)
For all those Kentucky truthers, you'd need to eliminate 2.5 million voters from the equation to make blue Kentucky possible
State 26: Louisiana (Pres 2020)
To make a blue Louisiana at all possible you'd have to remove nearly 1.6 million from primarily white suburbs around New Orleans and cities along the border with Texas and the Coast
State 27: Alabama (Pres 2020)
Blue Alabama exists only if the entire Northern half of the state is removed from the equation, that's roughly 2.8 million people
State 28: South Carolina
Blue south Carolina is basically all of the coast and the black belt. Its weird seeing such a small area so dark red.
State 29: Minnesota
Red Minnesota is only possible if you remove the entirety of Minneapolis and Saint Paul (600,000 people that voted 84% D) from the state.
State 30: Colorado (Pres 2016)
Red Colorado only exists if Denver (500,000) is gone entirely.
State 31: Wisconsin (Pres 2020)
Unsurprisingly, Red Wisconsin exists without a major, heavily democratic section of Milwaukee
State 32: Missouri (Pres 2016)
Blue Missouri exists if you completely sever the bottom half of the state (roughly 2.4 million people) from the top half (roughly 3.7 million)
State 33: Maryland (Pres 2016)
Red Maryland is only possible if you remove the nearly 2.6 million citizens who live in Baltimore and around DC
State 34: Indiana (Pres 2016)
Blue Indiana seems to only be possible if you separate the heavily rural red areas and some small middling cities from most major metros.
State 35: Tennessee (Pres 2016)
Eesh I did not think you'd have to sever 3.4 million people off to make a blue Tennessee possible.

This included blackmail, ol legalizing gay congregation, punishing business owners who did not crack down on patrons, harassing, raiding, killing, beating and mocking queer individuals.
