Kelly's membership on the board of DC Capital Partners and its for-profit detention facilities at the Southern Border and Florida, operated by its subsidiary Caliburn International had called into question his neutrality as they have been described as private for-profit
concentration camps. The company was formed by DC Capital Partners and is currently managed by James Van Dusen, former Chief Financial Officer of Comprehensive Health Services. The board includes Generals John Kelly, Anthony C. Zinni, Michael Hayden, and admirals Stephen F.
Loftus, and Kathleen Martin.[4] Retired Admiral James G. Stavridis previously served on the board and resigned in September 2019. Comprehensive Health Services also operated at Balad Air Base during the time that Sallyport Global is accused of worker mistreatment and neglect.[
General Stanley McChrystal, commander of Joint Special Operations Command, regularly visited the site, reporting that the staff of interrogators and analysts was six times the number of detainees, enabling important detainees to be questioned through each shift.[
In 2014, Sallyport Global, subsidiary of Caliburn International, was awarded contracts to work on Balad Air Base in support of the Iraq F-16 program.[22] Following reports alleging timesheet fraud, investigators found evidence of alcohol smuggling, human trafficking, security
violations, and theft. The investigators were subsequently fired by the human resources personnel that they were originally sent to investigate, and removed from the base under armed guard. Employees have also raised concern about racism, particularly from white South African
security guards who made open endorsements of Apartheid and refused to work alongside Iraqis and other people of color. In 2019, FSG signed contracts to support China's One Belt and One Road initiative, including building a series of bases in China's Xinjiang, where the
internment camps of ethnic Uyghurs attracted widespread allegations of human rights abuse. Chinese Communist Party officials in Xinjiang reported that FSG's work would enhance the paramilitary Xinjiang Production and Construction Corps. FSG's CEO, Dongyi Hua, was the key
driver in investing the re-education camps.
