The neumerical strength of Upper Caste Hindus (approximately 40 Lakhs) in USA was laid on foundations of scholarships by American universities and access to that information solely with Upper Caste Hindu men and women, that established colonies of "well educated Indians" in USA.

Dalit, Adivasi and Poor OBC students were enduring survival sustenance existence from 1850 onwards, when rich Indians (Upper Caste Hindus & Muslims) could fund education of likes of Nehrus and Jinnah. Condition of PASMANDA MUSLIM students was comparable only to Adivasis.

Baba Sahab's US & British higher education funded by state scholarship of princely states & by foreign universities was nothing short of a MIRACLE in those times, when students from marginalized communities didn't even have access to basic education, forget Columbia University.

Upper Caste Hindus have cunningly monopolized access to scholarship information (both from foreign universities and India based foreign scholarships) and passed on that information ONLY to their caste peers for last 70 years, which was more easy to do in pre-internet age.

The early colonies of these "well educated Indians" further opened avenues in employment opportunities in USA, once again the information of which was only passed to own caste peer groups. Reforms of 1990s did enable educated OBCs and small no.of SC people to gain jobs in US.

But, once again US technology boom disproportionately benefitted mostly Urban Indian Upper Caste Hindu elite, with smaller additional number of OBCs and very small SCs and next to nil Adivasi and Pasmanda Muslims.

To supposedly rectify this anomaly Congress government came with National Overseas Scoharship budgetary allocation to fund measly 100 scholarships for SC & ST students for their foreign education.

Guess what even these 100 were hardly filled in any given year in last 20 years.

It was recommended that proportion to SCST funded scholarships increase ever year in proportion to total students going abroad. In 2019, nearly 5.5 Lakh UC Hindu students went abroad and given 16%SCST population there should have been 1 Lakh scholarships for SCST students in 2019

Government of India (BJP) already had made provision of nearly Rs.17,000 crore for higher education of SCST, which could have funded these 1 Lakh scholarships but it only alloted measly Rs. 20 crore for foreign scholarship program out of which only Rs. 9 crore was actually spent.

Govt had Rs.20,000 crore to fund foreign education of 1 LakhSCST students in 2019 yet, it allocated only Rs. 20 crore for this, out of which only 9 crores was actually spent for less than 100 SCST students.Where would rest of Rs. 19,980 crores"Dalit money" be diverted? Any guess?

Lastly,

This "Dalit money" would be diverted to fund fancy government project for which "Dalit money" is always sacrificed first. Congress did it & now BJP is doing it. Also guilty are jealous UC Hindu beurocrates, who can't digest to see a "Bhangi" or "Chamars" kid in America.
