There are ridiculous bits of the policy too. While multiple births have an exemption, it only applies if you have twins *after* a single birth. If a single birth comes after twins, no support. You still have three kids, but they aren't treated the same. #AllKidsCount #2ChildLimit 
The rape clause is the same - you only get and exemption for the third or a subsequent child, as @danbloom1 highlighted in this article. #RapeClause #2ChildLimit #AllKidsCount
